I would wear a black belt with white shoes, brown belts with white shoes would be a no IMO.
I always wear black sox reguardless now except with shorts.

I personally hate the color brown, so I don't own brown shoes or belts. I like Black, black shoes, black socks, black belt.
The only time I wear white shoes is if I'm in shorts and then I'll wear white socks, but I specifically just bought those low cut socks that you can't really see(they go just over your heel and stop) to go with my white shoes, it looks more casual.
