Couple of thoughts...

All my items are focused around being small, lite, and having multiple uses. Also want multiple systems or backups for things.... like cleaning water for example. I don't carry just one straw. I have several ways to clean water or make a fire.

Intel is very important, maybe the most important thing behind water, food, and shelter.

Uniden Compact APCO 25 Handheld Scanner BCD396XT $450~

This is the best handheld scanner available today. If you can't afford this one, you'll want one that is capable of picking up on all of the trunking systems. With this one you can listen to pretty much everything except cell phones. There is free software you use on your computer to program it with all of the frequencies for your local police/military/etc.

Pack of lighters (I bought a 7 pack) useful to have a few extras as a bartering item
Hand Sanitizer multiple uses
Fuel cubes solid fuel source

LifeStraw (it's a big straw, about the size of a standard flashlight)
Various smaller straws

Water purification tablets
Shemagh Tactical Desert Scarf multiple uses, can be used to filter water first before filtering further
Some kind of bottle to store water in...

Food
Jerky/nuts/anything that comes in small sealed pouches
Fishing string and hooks, etc.
Small seal-able bag of carp bait for fishing

Shelter/Clothing
Emergency Mylar Thermal Blankets
Eagles Nest Outfitters Hammock (rolls up into a super small pouch and very comfortable
Paracord (multiple uses also needed for the hammock)
Commercial Grade Heavy Duty Large Garbage Bags (Multiple uses... Can put a bunch of leaves in them to make a bed. Also could be laid out to catch water. I put several of these in a quart size zip-lock bag)
2 extra t-shirts (one dark color and one light)
a good quality belt
511 tactical shorts (excellent choice)

Miscellaneous

Streamlight ProTac HL Light with extra batteries
Energizer Weatheready 3-LED Carabineer Rechargeable Crank Light (have several of these)

Large plastic ties in-case you need to restrain a few people (heaviest weight you can find, mine support up to 175 pounds)

Plastic grocery bags (I put some of these smaller items in an old tin box I have. The grocery bags go in there to take up the extra space in the box and keep stuff from sliding around.)

AR-10/15 (My bag can hold a full size AR-15 concealed and has a shotgun holster that goes on the side)

22 pistol with at least 500 rounds ammo
Also have a compact survival 22 rifle which I'll carry if possible

And another .22 fan :D

Maybe add a pocket SAS survival guide in case you forget what to do. Seems like they are in every aircraft's survival kit. Just goes to show the calibre of the book.

Do you carry 00 Buck or slugs for the shotgun?

Just a thought. You might want to mix FMJ and expanding bullets in your stock. FMJ for the budget and harder targets, expanding bullets for rapid ethical killing power. Check out trophy bonded bearclaw bullets. They are for heavy big game and shooting through glass, as they don't lose their jacket when passing through the glass but still expand deep in the target. If you can't find it, other big game bonded jacket bullets are good for glass busting as well.
